Il socialismo italiano e l'emigrazione in età giolittiana. Tra dibattiti teorici e polemiche politiche

Il saggio ha l'intento di approfondire il programma teorico-pratico del socialismo italiano relativo all'emigrazione in età giolittiana. Esso è pertanto incentrato soprattutto sui dibattiti teorici all'interno del Partito socialista e sulle polemiche politiche da essi suscitati. Nello studio vengono analizzate principalmente quattro tematiche: la "filosofia" politica dei socialisti relativa all'emigrazione; i problemi dell'emigrazione internazionale; la posizione teorica dei meridionalisti socialisti; il dibattito sui problemi del Mezzogiorno. Emerge come predominante la posizione favorevole al movimento emigratorio, da parte del socialismo riformista, accompagnata soprattutto a una forte tutela da parte dello Stato. I dibattiti dimostrano i momenti emergenti di un conflitto, stimolato dall'emigrazione e dalle sue conseguenze, tra uno schieramento che potremmo definire genericamente "liberista" e un altro portatore di una filosofia produttivistica e cautamente riformatrice.

The essay aims to deepen the theoretical-practical program of Italian socialism relating to emigration in the Giolitti era. It is therefore mainly centered on theoretical debates within the Socialist Party and on political polemics they arouse. Four main themes are analyzed in the study: the political "philosophy" of the socialist relating to emigration; the problems of international emigration; the theoretical position of the socialist southerners; the debate on the problems of the South. The position of reformist socialism in favor of the emigration movement emerges as predominant, accompanied above all by strong protection by the state. The debates demonstrate the emerging moments of a conflitct, stimulated by emigration and its consequences, between an alignment that we could generically define "liberal" and another bearer of a productivist and cautiously reformist philosophy.
